But yes it is quite true. For example in WW2, we underestimated the capabilities of the Japanese and then look what they did at Pearl Harbor. Or in the middle east, where we thought those guys could do nothing with the little to none technology that they have, yet they were able to kill 3000 people and we're still in the same war for like 9 years.
