In the referrals section, I noticed Roshan referred budman1. Can we refer people who haven't even asked to join/created a join post?

You can refer them, but they're not going to become a Rookie until they make a thread and let us know that they actually WANT to join.  On ventrilo, budman said he wants to wait a while until he gets better at the game, he hasn't played it for that long.  It'd be like trying to force people to be in.  And if you're talking about referring old *MAFIA* Members - we're not going to make them Rookies, we'd just automatically add them back if they want, or maybe take a clan vote.
