DNS not responding

Anyone know how to fix "Device or resource (DNS Server) is not responding." from Troubleshooter on Windows 7? I keep getting a 2Mbp/s download rate when I'm supposed to have 20Mbp/s, and when I troubleshoot, I get that. Even did ipconfig and all other things of sort.

Find which IP your modem is assigned for DNS, hard code your TCP/IP settings to that DNS server (Primary and Secondary).

or set to auto dns and auto ip.

How do you do this on Windows 7? I asked my brother and gave me the Xp way, but it seems different.
