you can only do it when someone is holding a weapon that is not meant to be on the map.  Like if someone has a modded chinese gun on a map that has American and German players.  In this case, hold enter and click the weapon you want to spawn in your hands.

what are you talking about? are you talking about changing the APPEARANCE OF THE WEAPONS?  or selecting a new weapon kit without dying?

I think that the answer to ur question is that after a person dies go and stand over their pack and press g to take it.  Hope this helps

No, what hes asking is you know how on some maps you can change weapons whenever you want. Like in B of B.
