The following is not considered rape according to the most recent bill:

"Women who say no but do not physically fight off the perpetrator, women who are drugged or verbally threatened and raped, and minors impregnated by adults."

So wait... If the woman is drugged and/or verbally threaten with the outcome of rape, its not rape? Or am I missing something?

Also, I hate English.
