Next step, buy the lot from city for $1. A win for the city in more ways then one, they look good for selling it for a low amount and now collect taxes that weren't in the city's revenue before. But that makes to much sense, after all they want to screw the guy. And they had the nerve to give him a litter citation for the same lot, wow.
