Good joining post, ur skill isn't there yet 4 my referal, but otherwise you possess all the other needs in joining. My suggestion to getting better is watch other Mafians play, maybe from the death cam sometimes, or just by knowing how you got owned by them, learn from it and do what they did back to others.

camp - Probation officer won't allow him around minors
jail - ankle bracelet allows him to stay within county lines
school - his 6th grade class won't allow him on campus (see #1) and his tudor is on spring break
Africa - customs won't allow him to ship his pickup with gun in rack
splash mountain - most likely as he needed to work on the contrast of his farmers tan
army - the KKK prefers the term militia and they only meet after dark way back in the woods
