want to know a little secret?  Just choose any pack that you want, take a plane and rape everyone and you'll get badges for whatever pack you are wearing even after you get your aerial badge.

To answer the initital question, I think it's 15 Global hours of using that pack.  Then you have to get 15 kills in a single round with that same pack.
