Title: monitor help...

Just replaced an old monitor that was scrolling with a new one ....and the new one scrolls too. Am I wrong in thinking it is a video card issue?  The computer is fairly new (a year old) so Im distressed.  Any suggestions?

Boot up is safe mode to test.  If it scrolls it's the monitor, if not your card.

Could be the cable that connects your moniter?
