Title: Punctured tire. 3rd time

This is the THIRD time my dad has had his right rear tire punctured by something. I think it's a spark plug? It's a 3 inch piece of brake line that was cut off.

He needs to stop driving on that right rear tire.  For what it's woth I've blown out 5 tires in the past 5 years (after 0 in my previous 7 years).
