Abosolutely.  I run it just fine without any lag with a 1.8 GHz processer and a half gig of RAM.

Sure, but the system requirements state 512 MB or more, so you meet the bare minimum. It will probably take you a bit longer to load up maps and stuff.

This is sort of on topic, but is alt + Tabing out of a game, How quick it does it and how quick it comes up. Depend on ram?

Yes, more RAM allows you to alt-tab out of a full screen program more quickly.

lol, yeah i  need more ram because it takes like one full minute to alt tab out, activate hack, close it, then alt tab back ingame.
