It be about <18 year-olds who "commited sexual offenses". I fucking hate society for their perception of offenses. A 4-year-old looking at his penis is NOT indecent exposure you fucking asswipes. Yet another reason to hate Scotland aswell.

Quotes:
Police in Scotland have brought almost 500 rape charges against children and teenagers under the age of 18 in the past five years.

Nineteen of these charges were brought against eight, nine or 10-year olds.

During the same period, three out of four specialist residential units treating sexually aggressive young people have closed.

The figures were obtained under the Freedom of Information Act as part of a BBC Scotland investigation.

A total of 755 charges were brought against under 18s for indecency or sexual offences last year.

Regaurding the 4-year-old comment:

Another case, not included in that total, involved a four-year-old in the Grampian area reported for indecent assault.

I looked at 4 year old penises when I was 4 years old. And I turned out somewhat alright.

I don't think people 12 and under in the USA can get charged.

I'm not suprised and not hearing the nature of the offences the action the police took was probably justified. Only the other day I saw a heavily pregnant 13 year old with her mother in the supermarket, it just seemed wrong. This kid called Mac who lives near me raped his babysitter when he was 14 and got off with a few months community service. When I was at school I went to a party at this kids house and saw a cue of boys taking turns to finger this this drunk girl at the bottom of the stairs in full view of the kids parents who didn't say shit. Thats rape in my book but anyone under 18 has a ticket to do pretty much what they like. I have have no quarms with making kids and teenagers face the consequences of their actions by charging them like adults.

WTF??? How do parents not intervene in that shit? There is no way in hell something like that would happen anywhere near where I live.
