No you almost got it correct the no rules concept is in place the server about pulling up the subs is to keep them from laging out the server bad. Also the "No rules on gameplay" makes better sense we don't care about how or what method you use to play with.

As in the forum there are no rules name one listed? in the rules section? I did say that member bashing is for members didn't I? If joe smoe says hey you suck you have no skill blah blah that is okay because we can all laugh at joe and enjoy it. But if one member bashes another then what do you think will happen?

The mafia doesn't kill mafia is the same concept to keep members from fighting. There is no concrete rules just common sense values to keep members from fighting and being mad at one another I do not wan't that I wan't everyone to be happy and enjoy mafia is that to bad of a thing?
